The National Quality Standard (NQS) provides an extensive set of elements that childcare centres and providers are assessed against. Many of these are core to the delivery of early childhood education and maintaining a safe and nurturing environment for children to learn and develop away from their family.
It is hard enough for childcare and early childhood education providers to get core child education, development and care requirements in place without having to manage and be assessed on the administrative requirements.
In this respect Standard 7.3 of the NQS requires that “administrative systems enable the effective management of a quality service”. This encompasses the following elements:
- Records and information are stored appropriately to ensure confidentiality, are available from the service and are maintained in accordance with legislative requirements (Element 7.3.1);
- Administrative systems are established and maintained to ensure the effective operation of the service (Element 7.3.2);
- The Regulatory Authority is notified of any relevant changes to the operation of the service, of serious incidents and of any complaints which allege a breach of legislation (Element 7.3.3);
- Processes are in place to ensure that all grievances and complaints are addressed, investigated fairly and documented in a timely manner (Element 7.3.4); and
- Service practices are based on effectively documented policies and procedures that are available at the service and reviewed regularly (Element 7.3.5).
